So some devices could show as not active in AD, but actually are they have just not set the attribute due to connecting in a certain way. These light had an inner and outer glass housing. The outer layer made of quartz glass to stop UV rays. When it developed a crack of course the UV rays passed thru to the mechanics below. Recently (Still working for the government) the government spent millions to remove the mercury vapor lights and put in the new better fluorescent lights.
